Why Montenegro, and why now?

Montenegro is the front-runner to become the next member of the European Union. On 12 October 2026 it provisionally closed three more negotiating chapters, bringing the total to 21 of 33, nine of them in 2026 alone. The aim is to finish negotiations by the end of 2026 and join in 2028. The guide is clear that EU entry is a target, not a guarantee, and compares Montenegro with Croatia before it joined in 2013.

The market is moving. New-build prices rose 16.2% nationally in a year, from EUR 2,201 to EUR 2,557 per m², and 40% in two years. On the coast the average is EUR 2,838 per m² (Q2 2026). Supply is tight: building permits in the first nine months of 2025 covered only 809 homes.

Tourism keeps setting records. In 2025 Montenegro welcomed 2.73 million tourists and a record 15.4 million overnight stays, 95.8% of them by foreign guests.

What can foreigners buy in Montenegro?

Foreigners can buy apartments, houses and building land on the same terms as Montenegrins, with a few exceptions. They cannot buy directly:

  • agricultural land and forests, except up to 5,000 m² that comes with a residential building
  • property within 1 km of a land border or on islands
  • cultural monuments and areas of national security interest

The guide profiles the main areas: the Bay of Kotor and Tivat, the Budva Riviera and the south, and Podgorica and the mountains.

Residence through property: the 2026 rules

The amended Law on Foreigners came into force on 17 January 2026. For non-EU nationals, the property must now be worth at least EUR 150,000, based on the Tax Administration’s transfer tax assessment. EU, EEA and Swiss nationals are exempt. The permit lasts one year and is renewable, and a visa D is now required. Citizenship by investment closed on 31 December 2022.

What does it cost to buy property in Montenegro?

Resale homes carry a transfer tax in bands: 3% up to EUR 150,000, 5% up to EUR 500,000 and 6% above. New builds include 21% VAT in the price and carry no transfer tax. The guide’s worked example:

What else is inside the guide

The guide covers who invests in Montenegro, a comparison with Croatia, the economy, the euro and taxes, the projects to watch, new build versus resale, an 8-step buying process, rental income tax, the risks to weigh, including the lack of mandatory escrow on off-plan purchases, and how to plan your exit.

“2026 is a pivotal year for Montenegro. Prices are rising and the EU path is advancing, but a small, seasonal market calls for careful buying. This guide gives investors clear numbers and honest advice.” Valeria Ivic, Founder and Managing Director, LIVERIA
